In a flashback, Hiko Seijūrō finds a young Shinta grave digging bandits and slaves killed in battle. Shinta explains that everyone is just a corpse after death. Hiko decided to take Shinta as his disciple and name it "Kenshin". Kenshin wakes up at Mr. Hiko's house, and asks if his friend (Kaoru) is also stranded. He has been unconscious for three days, and the master tells him that his friend is most likely dead. Kenshin asked to learn Hiten Mitsurugi's latest technique, "Amakakeru Ryu no Hirameki", to defeat Shishio Makoto and prevent his attacks. Hiko agrees, and the two do a duel to begin the exercise. Shishio appeared off the coast of Tokyo on a large black warship, and demanded that the prime minister visit him to discuss the situation. After inviting ministers to join him for a meal, one of them loses his temper, and is killed by one of Shishio's men. The prime minister tries to restore order and politeness, but Shishio takes them prisoners as they try to go - killing all government men besides the prime minister. Shishio demanded that Battousai be brought to him for the life of the prime minister. Fujita is still looking for Battousai, and is disgusted by the way the government handles this problem by giving in to extortion from Shishio .....
